The intent of this Request for Information (RFI) is to gain knowledge of potential qualified sources and to explore industry capabilities for a Secure Mobile Messaging Solution (SMMS). Responses to this RFI are for informational purposes only and may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. USSOCOM is attempting to identify potential sources that can provide a SMMS that meets the capabilities described in the attached draft System Requirements Document, dated 2 May 2019. USSOCOM is requesting that industry submit a 5-page (maximum) technical document which will demonstrate the vendor's capability to meet the specified solution. Each submission should address or contain (at minimum) the following five key areas: (1) Executive Summary/ Description, (2) Diagram of Proposed Solution, (3) Solution Caveat(s), if any, (4) Estimated Delivery / Schedule, and (5) Rough Order of Magnitude. In section (3), please outline which thresholds and objectives are attainable or not, and if not, what a rough time estimate might be to achieve those. All proposed submissions shall include clear, factual documentation demonstrating their ability to provide this capability. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. All replies must be provided to the Government no later than 15 July 2019. All inquiries and responses concerning this action shall be sent in writing via email to: deanna.cox@socom.mil, and katlyn.castillo.civ@socom.mil with the solicitation number in the subject. Senders are responsible for ensuring the complete transmission and timely receipt. Based on the responses, USSOCOM intends to host a follow-on Industry Day during the month of September 2019 with all vendors that have demonstrated the potential to meet these requirements within approximately one year from date of contract award (planned for 1st or 2nd Qtr. FY 20 if viable and affordable solution is determined to exist). USSOCOM will notify all vendors via email by 15 August 2019 regarding their eligibility to attend the Industry Day at their own expense. This event is currently planned to be held at our SOFWERX facility, Tampa FL. Specifics will be provided in the email.
