The Defense Logistics Agency (DLA) in conjunction with the 422nd Supply Chain Management Squadron (SCMS) will issue a Letter RFP to the sole source, Collins Aerospace, for sustainment engineering and program management support in relation to the Constant Speed Drive suite of parts. Collins Aerospace is the sole source OEM for the multiple variations of the Constant Speed Drive and market research has not resulted in the identification of any other source that can provide this requirement. OEM expertise in regards to engineering issues, technical data, and existing manufacturing processes is essential to contract performance. This contract will establish an unpriced sustainment engineering CLIN that will be executed over time to provide engineering related assistance for Air Force managed CSD subcomponents. Specific tasks will include but are not limited to engineering reviews to ensure items are procurable, obsolescence analysis, support for technical inquiries, and other engineering tasks as they are funded. There will also be a CLIN to provide program management for weekly item review meetings, monthly collaborative forecasting meetings, and quarterly contract review meetings that will focus on various CSD program issues. It is contemplated that this contract will be added to the United Technologies Aerospace Systems (UTAS) Captains of Industry (COI) contract, SPE4AX-18-D-9402. This will be a Requirements Type Contract with Firm Fixed Prices executed utilizing FAR Part 12, Commercial Acquisition Procedures. The period of performance will align with the period of performance on the UTAS COI Umbrella contract. This solicitation is unrestricted using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. Therefore, a sole source letter RFP will be utilized and solicitation will not be posted to DIBBS. Any responsible source may submit a capability statement detailing specifically how the contract requirements in the letter RFP will be met. If it is found that sources other than the OEM are capable of meeting the Government’s requirements, an RFP will be posted to DIBBS at https://www.dibbs.bsm.dla.mil/RFP/. The Statement of Work is attached to this synopsis. The solicitation issue date is expected to be March 23, 2020.
