The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet requirements to integreate the NextGen Agricultural Global Positioning System (Ag-GPS) components onto MASS-equipped C-130H aircraft. The Government does not own or have access to the data for these COTS items. This request is for planning purposes/market research only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This notice is not a confirmation that the Government will contract any contractor for the items contained in this RFI and does not serve as a commitment on the part of the Government to award a contract. The Government shall not pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information. Responses to this RFI will not be returned. All information received in response to this RFI that is marked proprietary; will be handled accordingly. In accordance with FAR 15.201(e), responses to this RFI are not offers and can not be accepted by the Government to form a binding contract. The Contractor shall perform the non-recurring engineering (NRE) required to (a) remove the legacy Wingman GPS system from the aircraft and (b) integrate the NextGen Ag-GPS system onto the aircraft. This effort will include the development of engineering drawings, Technical Order (TO) and Time Compliance Technical Orders (TCTO), prototype kit development, trial kit installation, support for system testing and airworthiness qualification, and delivery of twenty-four (24) additional production kits.
