INTRODUCTION The U.S. Combat Capabilities Development Command (DEVCOM) is seeking industry feedback and interest regarding technologies available to support/provide a Commercial-Off-the-Shelf (COTS) Talent Acquisition and Hiring Event Management Software. This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. PROGRAM BACKGROUND DEVCOM is interested in procuring a Commercial-Off-the-Shelf (COTS) Talent Acquisition and Hiring Event Management Software solution to be utilized during recruitment events across the country and can be utilized for general recruitment. This commercial product will allow candidates to upload resumes to a virtual database for hiring managers to view anywhere. The solution will serve as a talent management tool to assist with the following: event calendar, event metrics, summary statistics, staff management, pre-event marketing, track all candidate information and interactions; from hiring event to offer letter, Instantly review and organize job applicants in one centralized place, create automated hiring workflows to send communications; evaluations, and more, and provide recruiting insights with access to key metrics and reporting. REQUIRED CAPABILITIES The Government requires a cloud-based end-to-end platform for talent and event management and mobile recruiting, talent relationship management, application management, event based scheduling, and virtual event capabilities. The Talent Acquisition and Hiring Event Management Software shall meet the following operational and program requirements: Event Management and Mobile Recruiting Global Enterprise Event Calendar (In-person events and virtual events) Event Metrics & Summary Statistics (In-person events and virtual events) Manage staff resources and task delegation Customizable staff and candidate communications Campus Relationship Management – Track event information, career services point of contact, key student organizations, career fair dates and other pertinent event data Branded pre-event registration links for use on social media and websites, with ability to upload candidate resumes Candidate-facing application and recruiter facing evaluation functionality Branded sign in forms/page and evaluation forms Configurable checklists Ability to collect data off-line Configurable checklists for quality control Ability to collect data off-line Ability to link to social media Ability to view data in real time during the event across various locations Push invites to user calendars Collect, evaluate, and report on qualified candidate data Event scheduling – Manage large-scale interview days for both candidates and staff (in-person events and virtual events) Mobile scheduling for candidates Candidate & Staff invites RSVP forms and candidate ranking Automated criteria screening before and after events (in-person events and virtual events) Manage on-site interview schedule (In-person events and virtual events) Event ROI Reporting Application and Talent Relationship Management Job Board – Branded job board to post vacancies Job Board Function: • Provide job board function to automatically post to external job boards • Easily share on social media • Support OFCCP regulations • Provide job board reporting and metrics, pipeline visualizations, and engagement analytics USA Jobs integration – Ability to pull job announcements and details from USA Jobs to branded job board to display all vacancies Campaign Management – Create, manage, and track all email and text campaigns Configurable candidate profiles, tags/folders, saved searches, candidate filters Workflow management Application workflow Action driven process flows tailored to hiring process • Configurable dashboard to easily view applicant activity in real time • Ability to collect candidate information on any IOS, Android or Windows device • Streamline and automate candidate communications • Assignment of activities with optional due dates ensuring all participants know their responsibilities Unlimited and easy to build talent communities Resume Search & Resume Parsing Vendor must provide cloud-based storage on a DISA/DOD approved commercial cloud service to store resumes and data Configurable process flows Configurable application dashboard to view applicant activity in real time Ability to collect candidate information on any IOS, Android, or Windows device Mobile application is required to be located in respective app store (e.g. Google Play, Apple Store, etc.) Assignment of activities with optional due dates Support & Implementation Dedicated technician responsible for managing relationship and responding to client issues within 24 hour period Product will not require any time for development prior to configuration and implementation Provide hands on virtual training on the application prior to events Provide dedicated client success representative to meet with monthly and discuss overall success with software, goals, and any issues. Security Cloud storage on DISA/DOD approved commercial cloud service with a FEDRAMP (Federal Disk and Authorization Management Program) environment to store resumes and data Privacy Shield Compliant -- Maintain privacy of the applicants and their personal information Network Security – Incident Response, Intrusion Detection System, Security Monitoring, Threat Intelligence Application Security – Authentication (Native Sign-In and Single-Sign-On), Encryption at Rest, Encryption in Transit Physical Security - Internal and on-premise facilities/offices are restricted to authorized personnel only Time Frame/Availability • Product will be supplied by 25 September 2021 • Product will be an off the shelf product that will not require any time for development prior to configuration and implementation • Product must be Commercial of the Shelf (COTS), non-developmental software, requiring only user configuration and setup Size/Scope • 25 Administrative users • 1,000 staff users • 250 events annually The intent of this RFI is to assess the state-of-the art technology available in Talent Acquisition and Hiring Event Management Software products that could be applied to meet this requirement. Product must be Commercial-Off-the-Shelf (COTS), non-developmental software, requiring only user configuration and setup.
