Pursuant to FAR 6.302-1, the Army Contracting Command-Detroit Arsenal (ACC-DTA) intends to award a sole source contract modification to Oshkosh Defense LLC, of Oshkosh Wisconsin. The solicitation released today, 23 May 2022, requests a proposal to increase the available option quantities of JLTV Trailers (JLTV-T) and Total Production Fielding (TPF) hours under the existing contract (W56HZV-15-C-0095). The proposed action will increase the JLTV-T option quantity ceiling by 2,021 from 3,541 to 5,562 and will increase TPF hours from by 55,300 hours from 1,510,805 hours to 1,566,105 hours. As approved by the Senior Procurement Authority (SPE), procurement by other than full and open competition is necessary because the JLTV-T is the only system that can meet the payload and mobility characteristics as defined in section 5.2.27 of the JLTV FoV Capability Production Document (CPD) which states, “Companion Trailers - The JLTV FoV shall have a family of companion trailers capable of meeting similar mobility characteristics to the prime mover.” The Government conducted market research, which included a Request for Information posted to SAM.gov in August 2021. Based on the subsequent market research analysis, the Government determined that an award to a contractor other than the incumbent would result in an unacceptable delay. While the Government owns a TDP for the JLTV-T, a competitive source selection that awards to a contractor other than the incumbent would result in significant delays (to include, but not limited to, tooling and supply chain lead time and first article testing to get to full rate production). This noncompetitive contract action is justified because it prevents fielding gaps resulting from FRAGO7 and allows the JLTV-T to continue to support mission requirements. Oshkosh is the only source that can readily provide the JLTV-T and TPF support without the Government incurring an unacceptable delay. This requirement is for non-commercial trailers that will safely carry the associated Mission Role Varian (MRV) payload and meet the same mobility characteristics as its attached MRV prime mover. The National Stock Number (NSN) for the JLTV-T is 2330-01-653-9745. These hardware items are anticipated to be procured on a fixed-priced basis and shall be produced in accordance with the JLTV-T Technical Data Package (TDP). Additionally, the requirement includes Total Package Fielding (TPF) to ensure gaining units are fully trained in operation and maintenance of the new equipment and to ensure the equipment is delivered to the gaining units on schedule and fully mission capable. These TPF services are anticipated to be procured on a cost-plus basis. ACC-DTA intends to award these requirements on a sole source basis to Oshkosh Defense LLC. The Ordering Period for supplies and services under this action will align with Option Years 7 and 8 under the current JLTV Production Contract, W56HZV-15-C-0095. No orders for supplies or services will be place beyond the effective period of the contract, ending 30 November 2023. The solicitation is released today and the closing date for this solicitation is 23 June 2022.
