(U) Justification For Other Than Full And Open Competition (U) National Geospatial-Intelligence Agency (NGA), Office of Contract Services Enterprise Services (OCSE), 7500 GEOINT Drive, Springfield VA 22150, entered into a sole source contract. The National Geospatial-Intelligence Agency (NGA), Security and Installations (SI), Office of Counterintelligence (SIC) is required to conduct Technical Surveillance Countermeasure (TSCM) missions using techniques and measures to detect and neutralize foreign technical penetrations of secured spaces. (U) The statutory authority permitting the sole source is 41 U.S.C. 1901 in accordance with FAR 13.501(a)(1)(ii). As stated in FAR 13.500(c)(2), the acquisition is of commercial items in accordance with FAR 12.102(f)(1). (U) The acquisition required expansion and retrograde of a framework in place at multiple NGA campuses. Market research identified one provider to meet the Governments requirement. NGA will monitor this quickly changing space for potential vendors if NGA identifies additional requirements. (U) The price of the requirement is $5,218,207.59. The price is consistent with historical pricing and the independent Government estimate. The contracting officer determined the price to be fair and reasonable.
