The Government hereby submits a Notice of Intent to award a Firm-Fixed-Price contract to AT&T IAW FAR 13.106-1(b)(1)(i) and/or FAR 13.106-1(c)(1)(i) this requirement is for emergency supplies, materials and consumables that are required immediately to allow Navy & Marine Corps Force Protection Command (NMCFPHC) access to emergency response through mobile communications under the recently awarded DON Spiral 4 Wireless Services Contract. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-l(b) for purchases not exceeding the simplified acquisition threshold of $250,000. The contract is for delivery of cellular services for performance period of 01 June 2024 through 31 May 2025. Due to the urgency of this request, a 12-month extension with the current vendor, AT&T, will be approved on an urgent basis to avoid any lapse in service and allow for each authorized vendor to fair opportunity to be considered. The total estimated value is $36,025.29. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Navy & Marine Corps Force Protection Command (NMCFPHC). The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
