The Defense Health Agency Southeastern Healthcare Operations Contracting Division intends to negotiate on a sole source basis in accordance with FAR 13.106-1(b)(1) soliciting from a single source. The proposed manufacturer is Abbott Rapid Diagnostic Informatics, Inc., located at 2000 Holiday Drive Suite 500, Charlottesville, VA 22901, who is the sole distributor for the RALS-Web3 Point of Care (POC) Testing Data Management System at Naval Hospital Jacksonville, FL. Naval Hospital Jacksonville has a requirement for a non-personal services contract for software licensing, support, and maintenance of the Abbott RALS-Web3 POC Testing Data Management System. The Contractor shall provide licensing, support, and maintenance for the system components listed below. The contractor shall maintain the system within the original manufacturer’s specifications, in accordance with the US, State, and Local law and regulations, US Navy regulations, instructions, and The Joint Commission requirements. The Contractor shall provide technical telephone support at least during normal duty hours, 07:00AM to 4:00PM EST, Monday through Friday, excluding Federal recognized holidays. Such support includes unlimited number of technical support cases to restore solution functionality and for general questions related to configuration and operation. The Contractor shall assist the Government in maintaining DoD Security Technical Implementation Guide compliance. All vulnerability findings must be evaluated and patched IAW DoD Vulnerability Management Program requirements. RALS® WEB3 SYSTEM COMPONENTS: RALS® Web3 software (application is hosted on a government-owned virtual server) RALS® (i-STAT) DE software (application is hosted on a government-owned virtual server) RALS® dataports (network interface devices for the glucometers & CO-Oximeters – QTY 22) Laboratory Information System interface module Abbott Precision Xceed PRO (handheld glucometer) interface module Abbott i-STAT (handheld blood analyzer) interface module Accriva Avoximeter® (whole blood CO-Oximeter) interface module There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 541512. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the required services, to include permission from the manufacturer. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
