The purpose of this sources sought notice is to conduct market research to determine if two or more responsible small businesses exist that can satisfy the subject requirement in accordance with FAR 19.502-2. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran- Owned, HubZone, and Women-Owned small business concerns. The Medical Readiness Contracting Office, West (MRCO-W), JBSA, Fort Sam Houston, Texas, is seeking potential sources to provide dose calibrators (CRC-55tR), well counter (CAPRAC-t), and ancillary equipment (see below) for use at Brook Army Medical Center (BAMC), JBSA - Fort Sam Houston, Texas. Requirement Description: Four (4) CRC-55TR Dose Calibrators with Ionization Chamber//Display Screen//PC Port//Chamber Well Insert//Syringe Dipper Auxiliary Shield for Well Counter Chamber BSC A2 Hood with Flat Pack Thirty (30) Tungsten Magnetic Vial Shields, 10ml Five (5) Tungsten Vial Shields, 30ml Position Shield for Dose Calibrator Chamber Nine (9) Dose Drawing Syringe Shields, 5cc & 6cc Fifteen (15) Pro-Tec II Syringe Shields (5cc) with Glass Eighteen (18) NMC-536 Curved Non-Locking Forceps Nine (9) Vital/ Syringe Dippers Nine (9) Chamber Well Inserts CAPRAC-T Wipe Test / Well Counter Nine (9) Dose Drawing Syringe Shields, 3cc Salient Characteristics (Minimal Clinical Performance Requirement): Dose calibrators must be able to accurately read activity down to 20 uCi and up to at least 5 Ci. Must be compliant with NRC regulations in regard to quality control testing. Chamber must fit within shielding constraints of compounding hood. Must be able to be fitted with an easily-replaced vial/syringe dipper for both accuracy of measurement and potential contamination-control. Must come with a display to read and perform QC functions as well as calibrate doses for future times. Display should be touch screen so one tech can compound without breaking the sterile field. Compounding hood must be no larger than 3' in length due to space constraints. Must provide sterile field for pharmaceutical compounding. Must be a biological safety cabinet capable of ISO 5 air flow. Must have stand. Well counter must be a 256 channel MCA and have user-definable trigger levels. 100,000 cps maximum counting rate. Must have automated calibration in compliance with regulation with background subtraction. Positron shield for dose calibrator must be at least 2" in thickness and fit around the acquired dose calibrator with minimum free space. Must be lead. Preferably, the shielding would be in a ring format for ease of movement. Positron shielding should meaningfully reduce occupational radiation exposure. Well counter shield must be at least I" in thickness. Must be made from lead. Must fit around the well counter, entire circumference, and height. Preferably in the form of lead rings to allow for ease of relocation and service, as necessary. Tungsten vial shields that allow for 10ml and 30ml vials, respectively. Shielding should reduce occupational exposure and be reasonable to handle/manipulate for the purposes of drawing doses and compounding. Vial shields must be easy to open in a sterile field. Dose drawing syringe shield that fit 3cc and 5cc syringes. Shields should be made of either tungsten or lead. Shielding should reduce radioactive occupational exposure. Shielding should be lightweight enough to allow for manipulation movement within a sterile field. Multiples are necessary in case of radioactive contamination. Shielding should reduce gamma-producing agents. Syringe shield for administering doses should be made of either lead or tungsten. Must be able to hold 5cc syringes. Must allow for visualization of the dose/dose label to confirm correct radiopharmaceutical is being administered. Preferably be lightweight and portable to allow ease of administration and reduce likelihood of contamination. Vial/syringe dipper must be made of a material that is lightweight, fits in a dose calibrator, and dose not attenuate a meaningful percentage of gamma rays for accuracy of radioactivity measurement. Dipper must fit both a vial and syringe separately so as not to clutter the sterile field and risk contamination. Nonlocking curved forceps should be long enough to reduce occupational exposure, preferably at least 12". Forceps must be lightweight for ease of syringe and vial movement. Forceps tips should be grooved. Dose calibrators, compounding hood, and well counter will require ECN’s and annual maintenance. Disclaimer: This is not a solicitation.
