GENERAL: Provide Medical Gasses to the MEDDAC footprint consisting of the three buildings above which in 2023 will turn into 4 building as described in 1.7 below. Keller Army Community Hospital hours of operation are 0800 to 1600 EST Monday through Friday. Facility observes all Federal Holidays Scope of Work: The contractor shall provide medical gasses in the form or bulk oxygen, cylinder refill/swap and Liquid Nitrogen to the West Point Medical Activity (MEDDAC): Keller Army Community Hospital, Malone Cadet Health Clinic, The new Malone Cadet Health Clinic, the new Saunders Dental Clinic and the West Point Veterinary Clinic. Contractor shall deliver full containers of medical gasses and pick up all empty canisters on a monthly basis, deliver weekly or as needed, Oxygen, liquid Nitrogen, Nitrogen Oxide, Nitrogen, Carbon Dioxide, and Compressed Air. Contractor shall remove all empty containers located in the facilities listed above and provide full cylinders on a monthly basis or as needed. Currently at the Keller Army Hospital Site there is a 500 Gallon Bulk Liquid Oxygen Tank which is currently hardwired into the building and is piped into the Operating Room in support of patient care; there’s a sensor attached which sends a signal to the current contractor (Airgas) to replace/refill when the oxygen reaches a low level. This service only affects the Keller Army Community Hospital area, this is the only site with a 24/7 Emergency Room and Operating Room capabilities. The Contractor will provide weekly service every Wednesday morning between the hours of 0800-1200. If the facility is closed on Wednesday for a holiday, or due to inclement weather, the site will have an authorized caller representative contact the contractor in advance; coordination’s will be made to pick-up/drop-off on the next business day following the federal holiday. Emergency Services: The contractor shall be able to provide and comply with a 24-hour emergency, urgent on- site response when required. The contractor shall be available 24 hours a day, seven days a week, including all holidays, to meet emergency requirements. The contractor shall provide an on-call number, acknowledge receipt of call within one hour, and make required deliveries within eight hours of emergency call. Payment for Services: The Contractor will submit invoices for payment in PIEE through WAWF after the completion of each billed service. Point of Contact. Contractor shall provide the Government with a designated point of contact and make all arrangements to enable their service representative to receive such notifications via telephone, or provide an answering service or other continuous coverage to permit the Government to make contact.
