The Naval Air Systems Command, PMA-265 (Program Office for F/A-18 Aircraft), intends to modify firm fixed price delivery order N00019-21-F-0058 under Basic Ordering Agreement N00019-20-G-0007 to the Raytheon Company (Raytheon) to incorporate previously approved Engineering Change Proposals to the lower lot Suspension Under Wing Unit (SUU)-63 Pylons. This course of action upgrades the SUU-63 pylons (PN 74A730101-1041) Low Observable (LO) coating as directed in ECP 87S1. This upgrade will bring these SUU-63 pylons up to date with current aircraft configuration requirements for the application of Low Observable (LO) coating. This acquisition is being procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment) and is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Raytheon is the sole designer, developer, and original equipment manufacturer, with the intricate knowledge of various avionics, targeting, and sensor systems installed aboard the F/A-18 and EA-18G weapon systems and as such possesses the requisite technical data, knowledge, and special skills regarding the design and operation to meet the Navy’s requirements.
