EMSS IV:This Justification and Approval document requests the approval to award a sole source six (6) year, Indefinite Delivery Indefinite Quantity (IDIQ) contract to the incumbent contractor, Battelle Memorial Institute (BMI). The contract is required to obtain non-personal technical services to perform, as well as operations and maintenance (O&M) tasks. These tasks are environmental in nature,and come in many forms, from computer modeling of processes and environmental distribution, to the most advanced chemical laboratory analysis techniques to determine physical properties, analyze unique environmental matrices, study reaction rates, and to determine actual deposition parameters, that support the Air Force Technical Applications Center's (AFTAC) Environmental Modeling and Simulation (EMS) Program. The services are deemed non-commercial in nature, and the contract is proposed as a hybrid contract with Cost-Plus-Fixed-Fee (CPFF) and Cost Reimbursement/no fee (COST) contract line item numbers (CLINs). A CPFF contract type was selected because of the highly complex nature of the services to be performed, including which include uncertainties in contract performance that do not permit costs to be estimated with sufficient accuracy. BMI has performed successfully under the EMS program for nearly fifteen (15) years, and is currently performing this work under contract FA7022-17-D-0008. The period of performance will be 1 Dec 2021 through 30 November 2027.
