All terms and conditions of the BCOI and the requirements of this solicitation shall apply to any resultant award of this solicitation. This letter solicitation is issued for the purpose of adding National Stock Numbers (NSN): 1615-01-112-5875, Part Number (PN): 145D1302-9, Noun: Cover Assy, Upper, and in support of A-BK/CH-47 Chinook Weapon System. Long Term Contract (LTC) Synopsis NOTICE TYPE: Pre-Solicitation TITLE: NSN for CH-47 Chinook Helicopter Weapon System, Sole Source, Long Term Contract, OEM The Boeing Company This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include one (1) National Stock Number (NSN) in support of the CH-47 Chinook helicopter weapon system. The NSN targeted to be added for this contract effort is NSN: 1615-01-112-5875; Part Number: 145D3102-9; NOUN: Cover Assy, Upper with the following specifications FSC: 1615; NAICS Code: 336413; Number of Employees: 1250; AMRC: 3P. The required Production Lead is 1050 days after contract award. The proposed sole source action will be issued to Boeing Company, Contractor and Government Entity (CAGE) code 77272, and is intended to be on a sole source basis and supported by a Justification and Approval (J&A) memorandum, dated 12 May 2020, and IAW FAR 6.302-1(a)(2): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The acquisition is restricted to the only source of supply known to have the capability of furnishing the required logistics support – The Boeing Company. The Government anticipates purchasing the required sole source support from, but not limited to, the following Boeing commercial and Government Entity (CAGE) Codes: 0APX0, 0PXV4, 38YR6, 94756, 18441, 48BM4, 48LF5, 43999, 81205, 82918, 8V613, 76301 and 77272. This BCOI LTC is a Firm Fixed Price Requirements contract awarded to Boeing Company CAGE Code 0PXV4 and in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for the effort. The description of supplies/services required to meet the agency’s need include but not limited to performance-based supply chain management support, engineering support, repair support, of aircraft and systems manufactured by The Boeing Company. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size Standard of 1250 employees. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the acquisition of a COVER ASSY, UPPER, NSN: 1615-01-112-5875, Part Number: 145D1302-9 in support of the A-BK/CH47 CHINOOK weapon system. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 6.302-1(a)(1) having only one responsible source. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All contractors must meet prequalification requirements in order to be registered as a potential source.
