This correspondence constitutes a letter solicitation to add items to the Parker-Hannifin Corporation Joint Opportunity Contract (JOC) SPE4AX-14-D-9413. All terms and conditions of JOC SPE4AX-14-D-9413 will apply to any resultant award of this solicitation. Be advised, however that this requirement has been advertised on the SAM.Gov website for viewing by the general public. In the event another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate the supplier. In reply, please reference solicitation number SPRRA1-23-R-0040; Huntsville DLR Adds 23-4. This letter solicitation is issued for the purpose of adding two (2) National Stock Numbers (NSNs) identified in Enclosure 1 of this letter. The Government hereby requests your company’s best pricing and delivery proposal for the two (2) NSNs attached to this letter for option ordering periods nine (9) and ten (10), which span from 05 August 2022 to 04 August 2024 of the JOC contract performance. This solicitation is for DLA Direct shipments with terms of FOB and inspection/acceptance at origin. Requested delivery is cited in Enclosure 1 of this letter. Price and delivery proposals may be negotiated upon closing of this solicitation. For non-commercial items exceeding the $2,000,000 threshold, Certified Cost and Pricing Data must be submitted. Please note that DFARS 252.211-7003, Item Identification and Valuation will apply to the resulting contract. NSN specific requirements are identified in any Enclosures, Attachments, and Exhibits. In summary: Export Control is Required. First Article Test (FAT) is required. Production Lot Testing is not required. Items are Critical Safety Item (CSI) Contract Data Requirement List (CDRL – The Army Maintenance Management System-Aviation (TAMMS-A) is required. Contract Data Requirement List (CDRL – Serial Number Requirement Reporting (SNRR) is required. Serial Numbering (SN) and/or Item Unique Identification (IUID) is required. Contractor Furnished Material (CFM) Reusable Container is required. In support of Weapon Systems A-BE/UH-60 Blackhawk & A-BJ/AH-64 Apache If you intend to submit a FAT waiver, this needs to be submitted as soon as possible. If the proposal is received without pricing for FAT or a previously approved waiver the proposal will be deemed inadequate. This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include two (2) National Stock Numbers (NSNs) in support of the A-BE/UH-60 Blackhawk and the A-BJ/AH64 Apache helicopter weapon systems. The NSNs targeted to be added for this contract effort are provided in Enclosure1: SPRRA1-23-R-0040 Parker HSV DLR Adds 23-4 Identification of Requirements Synopsis Original. The proposed sole source action will be issued to the Parker-Hannifin Corporation, Contractor and Government Entity (CAGE) code 59211, and is intended to be on a sole source basis and supported by a Justification and Approval (J&A) memorandum IAW FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Items covered by this acquisition and provided by other Parker-Hannifin Corporation CAGE codes are as follows: 59211, 49695, 82106, 93835, 33629, 3H889, 26055, 99321, 86329, 09523, 2Y939, 26433, and 1QTD9. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR Part 15 effort. If other NSN(s) are subsequently added, as defined by the terms of the contract, they will be synopsized separately. These items shall be added to Long Term Contract SPE4AX-14-D-9413, a multiple year, Firm Fixed Price Requirements Type Contract (RTC) that was awarded to the Parker-Hannifin Corporation 59211 and in accordance with the originally approved J&A. However, the NSNs identified here were not included in the list of original items synopsized for this effort. This contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, and the design control affecting these parts.

This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the Sole Source acquisition of multiple NSNs in support of the A-BE/UH-60 Blackhawk and the A-BJ/AH64 Apache Weapon Systems. The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the materials for a competitive solicitation. As a result, this acquisition is currently being procured under the Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service- Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All contractors must meet prequalification requirements in order to be registered as a potential source. Firms that process the ability and can produce the required item(s) described above are encouraged to identify themselves.
