The purpose of this amendment is to: • Revise Attachment 001, Statement of Work and dated 18 March 2022 • Revise Enclosure 2, Attachments List Addenda • Revise Enclosure 3, Contract Data Requirements List Matrix • Revise Enclosure 4, Contract Line-Item Numbers • Revise Enclosure 5, Pricing Template All other terms and conditions from the original solicitation dated 18 February 2022 remain unchanged unless otherwise superseded by this correspondence. This correspondence constitutes a letter solicitation to add items to the Boeing Captain of Industry (BCOI) Requirements type Contract# SPRPA1-14-D-002U. All terms and conditions of COI SPRPA1-14-D-002U and the requirements of this solicitation shall apply to any resultant award of this solicitation. Be advised, however, that this requirement has been advertised on the SAM.Gov website for viewing by the public. In the event another supplier indicates interest in responding to the requirement because of viewing the synopsis, a formal solicitation will be issued to accommodate that supplier. In reply, please reference solicitation number SPRRA1-22-R-0012; Huntsville M&O DLR Add 22-4– New Adds to SPRPA1-14-D-002U. This letter solicitation is issued for the purpose of adding two (2) National Stock Numbers (NSNs) identified by Enclosure 1, Identification of Requirements (IOR), of this letter. The Government hereby requests your company’s best pricing and delivery proposal for the two NSNs attached to this letter for the Fiscal Years (FY) 2022, 2023 and 2024 pricing periods of the BCOI contract performance. This solicitation is for DLA Direct shipments with terms of FOB and inspection/acceptance at origin. Requested delivery is cited on Enclosure 1, Identification of Requirements (IOR), of this letter. Price and delivery proposals may be negotiated upon closing of this solicitation. For non-commercial items exceeding the $2,000,000 threshold, Certified Cost and Pricing Data must be submitted. A Depot Maintenance Work Requirement (DMWR) does not exist for this Maintenance and Overhaul (M&O) Effort. The current approved source for this requirement is The Boeing Company (77272). Subject to the availability of funds, any quantities ordered will be priced at the unit price established for the ordering period in which they are ordered. Funds shall be obligated by issuance of Delivery Order(s) and not by the contract itself. Shipping instructions will be provided in each individual Delivery Order. The yearly estimated quantities listed herein do not commit the Government to ordering that or any quantity. The Offerors attention is called to AMCOM procedures for receipt of a reparable. The proposal shall include a Special Tooling and Test Equipment section that addresses the Contractor’s plant to meet all Government Special Tooling and Test Equipment requirements. The Contractor shall comply with the Total Asset Visibility – Contractor (TAV-C) reporting instruction in accordance with Attachment 0001 and 0002. If you intend to submit a Product Verification Audit (PVA) waiver request, this needs to be submitted as soon as possible. If the proposal is received without pricing for PVA or a previously approved waiver the proposal will be deemed inadequate. If the proposal is received that does not fully address all the requirements within this solicitation, the proposal shall be deemed inadequate. Additional clauses may be required for special requirements listed above but will be addressed on a case-by-case basis as applicable. An expedient reply is requested. This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include two (2) National Stock Numbers (NSNs) in support of the CH-47 Chinook helicopter weapon system. The NSNs targeted to be added for this contract effort are provided in Enclosure1: SPRRA1-22-R-0012 Identification of Requirements (IOR) Synopsis Amendment 001. The proposed sole source action will be issued to Boeing Company, Contractor and Government Entity (CAGE) code 77272, and is intended to be on a sole source basis and supported by a Justification and Approval (J&A) memorandum IAW FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Items covered by this acquisition and provided by other Boeing Company CAGE codes are as follows: 32562, 022T1, 02731, 1GTA0, 18355, 4PF93, 48D66, 17765, 48T42, 0APX0, 0PXV4, 38YR6, 94756, 18441, 48BM4, 48LF5, 43999, 81205, 82918, 8V613, 76301 and 77272. The proposed requirement will be for a total of three (3) years and for the Option Ordering Periods 8 (Fiscal Year 2022), 9 (Fiscal Year 2023) and 10 (Fiscal Year 2024). The estimated annual demand is provided in Enclosure1: SPRRA1-22-R-0012 Identification of Requirements (IOR) Synopsis Amendment 001. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR Part 15 effort. The NSNs provided in Enclosure1: SPRRA1-22-R-0012 Identification of Requirements (IOR) Synopsis Amendment 001 are the items that has been identified for this current action. If other NSN(s) are subsequently added, as defined by the terms of the contract, they will be synopsized separately. These items shall be added to Long Term Contract SPRPA1-14-D-002U. This LTC is a Firm Fixed Price with Price Redetermination and Indefinite Quantity Contract that was awarded to The Boeing Company CAGE Code 77272 and in accordance with the originally approved J&A. However, the NSNs identified here were not included in the list of original items synopsized for this effort. This contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, and the design control affecting these parts.
