This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include one (1) National Stock Number (NSN) in support of the UH-60 Blackhawk Helicopter Weapon System. The NSN targeted to be added for this contract effort is NSN: 1615-01-694-3180, Part Number: 70102-08200-073; NOUN: SPINDLE ASSY, ROTARY WING HEAD with the following specifications FSC: 1615; NAICS Code: 336413; Number of Employees: 1250; AMRC: 4C. The required Production Lead is 405 days after contract award. The proposed sole source action will be issued to Sikorsky Aircraft Corporation, Contractor and Government Entity (CAGE): 78286 and is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The item covered by this acquisition and provided by the following Sikorsky CAGE code: 78286. The proposed requirement will be for a total of four (4) years and for the option ordering periods 7 (01 July 2021- 30 June 2022), 8 (01 July 2022- 30 June 2023), 9 (01 July 2023-30 June 2024), and 10 (01 July 2024-30 June 2025). The estimated annual demand for Year 7 is 240, Year 8 through 10 is 300 each year for a total of 1,140. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR Part 15 effort. NSN 1615-01-694-3180 is the item that has been identified for this current action. If other NSN(s) are subsequently added, as defined by the terms of the contract, they will be synopsized separately. This item is being added to contract SPE4AX-15-D-9415, a firm fixed price with price redetermination Indefinite Quantity Contract, awarded to Sikorsky Aircraft Corporation CAGE Code: 78286 in accordance with the originally approved J&A. However, the NSN identified here is not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts.
