This correspondence constitutes a letter solicitation to add items to the Boeing Captain of Industry (COI) Requirements type Contract# SPRPA1-14-D-002U. All terms and conditions of COI SPRPA1-14-D-002U will apply to any resultant award of this solicitation. Be advised, however, that this requirement has been advertised on the Beta.SAM.Gov website for viewing by the general public. In the event another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate that supplier. In reply, please reference solicitation number SPRRA1-20-R-0106; Huntsville DLR Add 20-3. This letter solicitation is issued for the purpose of adding four (4) National Stock Numbers (NSNs) identified on Enclosure 1 of this letter. The Government hereby requests your company’s best pricing and delivery proposal for the four NSNs attached to this letter for the Calendar Years (CY) 2020-2024 pricing periods of COI contract performance. This solicitation is for DLA Direct shipments with terms of FOB and inspection/acceptance at origin. Requested delivery is cited on Enclosure 1 of this letter. Price and delivery proposals may be negotiated upon closing of this solicitation. For non-commercial items exceeding the $2,000,000 threshold, Certified Cost and Pricing Data must be submitted. Please note that DFARS 252.211-7003, Item Identification and Valuation will apply to the resulting contract. NSN specific requirements are identified in Enclosures 1 and 2 (CSI, First Article Test (FAT), SNRR, TAMMS- A, IUID, Serial Numbering, Production Lot Testing and Contractor Furnished Reusable Containers). If you intend to submit a FAT waiver, this needs to be submitted as soon as possible. If the proposal is received without pricing for FAT or a previously approved waiver the proposal will be deemed inadequate. Additional clauses may be required for special requirements listed above, but will be addressed on a case by case basis as applicable. An expedient reply is requested. However, the closing date for the referenced solicitation is not later than close of business on September 28, 2020. This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include four (4) National Stock Numbers (NSNs) in support of the CH-47 Chinook Weapon System... This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include four (4) National Stock Numbers (NSNs) in support of the CH-47 Chinook Weapon System. The NSNs targeted to be added for this contract effort and their specifications are listed in the attached IOR and titled “SPRRA1-20-R-0106 Synopsis List of NSNs”. The proposed sole source action will be issued to The Boeing Company, Contractor and Government Entity (CAGE) code 77272, and is intended to be on a sole source basis and supported by a Justification and Approval (J&A) memorandum IAW FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Items covered by this acquisition and provided by other The Boeing Company CAGE codes are as follows: 94756, 18441, 4PF93, 43999, 88277, 0PXV4, 76301, 8V613, 81205, 82918, and 48T42. The proposed requirement will be for a total of five (5) years period of performance as follows; Year One: 17 September 2019 through 16 September 2020, Year Two: 17 September 2020 through 16 September 2021, Year Three: 17 September 2021 through 16 September 2022, Year Four: 17 September 2022 through 16 September 2023 and Year Five: 17 September 2023 through 16 September 2024. The estimated annual demand is provided in the attached IOR and titled “SPRRA1-20-R-0106 Synopsis List of NSNs”. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR Part 15 effort. The NSNs listed in the attached IOR and titled “SPRRA1-20-R-0106 Synopsis List of NSNs” are the items that has been identified for this current action. If other NSN(s) are subsequently added, as defined by the terms of the contract, they will be synopsized separately. These items shall be added to Long Term Contract SPRRA1-18-D-007U, a multiple year, Requirements Type Contract (RTC), awarded to The Boeing Company CAGE Code: 77272 in accordance with the originally approved J&A. However, the NSNs identified here was not included in the list of original items synopsized for this effort. This contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, and the design control affecting these parts.
