This correspondence constitutes Amendment 0001 to the original letter solicitation to add items to the Honeywell Joint Opportunity Contract (JOC) SPE4AX-14-D-9401. Amendment 0001 is hereby issued to delete twelve (12) National Stock Numbers (NSNs) and all associated information from the original solicitation and its enclosures. Pursuant to DLAD 52.216-9006 “Addition/Deletion of Items”, the NSNs chosen and that the government intends to delete, along with the reasoning, are denoted in the Table 1 below and Enclosure 1 entitled Pricing Worksheet Amendment 0001. Except for the closing date, all other terms and conditions remain the same. An acknowledgement to this amendment and intent to respond to the solicitation is due within five (5) business days starting upon receipt of this letter. An expedient reply is requested. However, the closing date for the referenced solicitation is not later than close of business on 11 September 2020. This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include twenty-two (22) National Stock Numbers (NSNs) in support of the UH-60 Blackhawk Weap... This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include twenty-two (22) National Stock Numbers (NSNs) in support of the UH-60 Blackhawk Weapon System and its Turbine Engine (T-700). The NSNs targeted to be added for this contract effort and their specifications are listed in the attached Identification of Requirements (IOR) and titled “SPRRA1-20-R-0091 List of NSNs”. The proposed sole source action will be issued to Honeywell International Inc., Contractor and Government Entity (CAGE) code 99193, and is intended to be on a sole source basis and supported by a Justification and Approval (J&A) memorandum IAW FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Items covered by this acquisition and provided by other Honeywell International Inc. CAGE codes are as follows: 02LU7, 59364, 64547, 06848, 70210, 55284, 72914, 96774, and 07187. The proposed requirement will be for a total of three (3) years and for the Option Ordering Period 3, which is Calendar Year 2020, 2021, and 2022. The estimated annual demand is provided in the attached IOR and titled “SPRRA1-20-R-0091 List of NSNs”. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR Part 15 effort. The NSNs listed in the attached IOR and titled “SPRRA1-20-R-0091 List of NSNs” are the items that have been identified for this current action. If other NSN(s) are subsequently added, as defined by the terms of the contract, they will be synopsized separately. These items shall be added to Long Term Contract SPE4AX-14-D-9401, a multiple year, Requirements Type Contract (RTC), awarded to Honeywell International Inc. CAGE Code: 02LU7 in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for this effort. This contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, and the design control affecting these parts.
