This agency proposes to issue a solicitation against a sole source, long term, joint opportunity contract, which will include one (1) National Stock Number (NSN) in support of the AH-64 Apache Longbow Helicopter Weapon System. The NSN targeted to be added for this contract effort is NSN: 1270-01-544-6370; Part Number: 1209-2013-FA; NOUN: PROCESSOR, SIGNAL with the following specifications FSC: 1270; NAICS Code: 334419; Number of Employees: 750; AMRC: 3D; AMC/AMSC EXP DATE: 03/10/2025. The required Production Lead is 270 days after contract award. The proposed sole source action will be issued to Honeywell International Inc., Contractor and Government Entity (CAGE) code 02LU7, and is intended to be on a sole source basis and supported by a Justification and Approval (J&A) memorandum IAW FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Items covered by this acquisition and provided by other Honeywell International Inc. CAGE codes are as follows: 59364, 65547, 99193, 06848, 70210, 55284, 72914, and 07187. The proposed requirement will be for a total of three (3) years and for the Ordering Period 3: 30 October 2019 through 29 October 2022. The estimated annual demand is 190 units each for a total of 570. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR Part 15 effort. NSN 1270-01-544-6370 is the item that has been identified for this current action. If other NSN(s) are subsequently added, as defined by the terms of the contract, they will be synopsized separately. This item shall be added to Long Term Contract SPE4AX-14-D-9401. This sole source, long term, joint opportunity contract is a firm fixed price with price redetermination and indefinite quantity contract that was awarded to Honeywell International Inc. CAGE Code 02LU7 and in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for this effort. This contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, and the design control affecting these parts.

This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 334419 which has a corresponding Size Standard of 750 employees. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the Sole Source acquisition of a PROCESSOR, SIGNAL; NSN: 1270-01-544-6370, Part Number: 1209-2013-FA in support of the AH-64 Apache Longbow weapon system. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the materials for a competitive solicitation. As a result, this acquisition is currently being procured under the Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service- Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All contractors must meet prequalification requirements in order to be registered as a potential source. Firms that process the ability and can produce the required item(s) described above are encouraged to identify themselves.
