The purpose of this requirement is to receive testing services from the QEDS Testing Center of Excellence. The TCoE migrates from the traditional “silo” organizational model that has no strategic source pools (resource sharing) to a centralized model. The success criteria for the TCOE are: Faster delivery time – projects that were delayed due to lack of resources, available tools, and incorrect skill set would be a thing of the past (as related to testing only) Standardized Test Documentation Test Report provides known state of the system or systems A defect disposition process to determine defect resolution (i.e., determine if defect should be fixed, deferred, closed, etc.) Support technology standardization (standardize testing processes, procedures, policies, and tools) The TCoE has policies, procedures, and processes based on industry standards and those standards are acceptable to its stakeholders. The main stakeholders of the TCOE consist of Finance Division, Budget Division, Acquisition Division, Field Division, and the Decennial Directorate. The TCOE services are not just limited to the main stakeholders; testing services can be requested from any organization within the Census Bureau.
