Send your questions and comments on a spreadsheet with your business size and UIE, NLT 5:00 PM EDT, Monday, May 8, 2023 to: Michelle.Ellis@USPTO.gov or Dave.Sheppard@USPTO.gov The USPTP Reference Delivery Branch (RDB) is seeking sources for a Document Delivery contract to secure research and delivery of requested Non-Patent Literature required to support USPTO's mission to examine and grant valid patents and trademarks. The USPTO, STIC has a recurring requirement for document delivery services for NPL reference requests. The United States Patent and Trademark Office (USPTO) mission is to ensure that the intellectual property system contributes to a strong global economy, encourages investment in innovation, and fosters entrepreneurial spirit. The RDB of the Scientific and Technical Information Center (STIC) is responsible for providing patent examiners and non-examiners with resources to study and investigate available prior art relating to the subject matter of the patent application. The examiners use these Non-Patent Literature (NPL) documents as the basis for decisions to allow or reject patent applications. NPL may include but is not limited to international theses, dissertations, and papers for which overseas sources or contracts may be utilized. It also includes worldwide conference proceedings, meeting posters, and abstracts. Many of the requests for NPL are filled by (1) in-house e-resources or in print materials (journals, subscriptions, books) owned by STIC; (2) the National Library of Medicine; and (3) other libraries or document delivery providers. All of these items are critical to the Examiners’ office actions.
