This justification and approval sets forth the facts and requests approval for the award of a sole source task order with MITRE, Inc. to obtain technical management, research and development, and project management support to the Census Bureau’s long-term research, methodology, and development work. The task order is for support related to the areas of research and implementation of unique differential privacy and disclosure avoidance methods, the improvement of survey and decennial census data quality, and the creation of new integrated data products to fill currently existing data gaps. The emergent and innovative nature of this research and the resulting operational implementation requires consistent access to a diverse and skilled set of experts in synthetic data use and validation, data integration, statistical analysis and modeling, and computational optimization.

This Sources Sought Notice (SSN) is in support of Market Research being conducted by the United States Census Bureau (USCB) to identify potential small business sources for this effort. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract solely on the basis of this market research. No funds are available to fund the information solicited. The USCB is requesting information, pursuant to FAR Part 10- Market Research, to identify potential sources for research and modernization of disclosure avoidance strategies and implementation, synthetic data projects and synthetic data validation, and the improvement of existing and new statistical products and services.
