This is a combined synopsis/solicitation procurement action for professional services to develop an effective, affordable, and simple electrical deterrent device that will not cause injury or mortality to Steller sea lions per the performance work statement (PWS) included in this request for quote (RFQ) NMFS AKR-19-0730 prepared in accordance with the format in FAR Part 13. The North American Industry Classification System (NAICS) Code for this procurement is 541990 and is a Small Business Set-Aside. The objective of this contract is for professional services to develop an effective, affordable, and simple electrical deterrent device that will not cause injury or mortality to Steller sea lions. The contractor shall develop and produce an electrical Steller sea lion deterrent device prototype(s) available to salmon troll fishermen that fishermen can easily and quickly deploy from their vessels to deter sea lions. NOAA NMFS Alaska Regional Office of Management Division (OMD), requires that all contractors doing business with OMD be registered with the System for Award Management (SAM).
