This is a Combined Synopsis / Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation of Commercial Items - as supplemented with additional information included in this notice. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 - Information Technology Value Added Resellers. The small business size standard is 150 employees. This acquisition is unrestricted; businesses of all sizes may respond. However, all offerors must be authorized resellers of ArcGIS software licenses/maintenance. DESCRIPTION OF REQUIREMENTS Background Geographic information system (GIS) software is used to perform geospatial analysis and visualization in support of multiple research projects across the National Institute of Standards and Technology (NIST) Engineering Laboratory (EL). Specifically, the NIST EL uses Environmental Systems Research Institute, Inc. (ESRI) ArcGIS software to create and use maps, compile geographic data, analyze mapped information, share geographic information, and manage geographic information in a database. Additional ArcGIS software licenses are required as post-Hurricane Maria research projects are completed. The ArcGIS software is proprietary to its original manufacturer, ESRI. Purpose The purpose of this acquisition is to procure ArcGIS software licenses for the NIST EL. This is a brand-name-only requirement. Description of Required Products Base Requirements The contractor shall provide the following ArcGIS perpetual software licenses to NIST: • Four (4) ArcGIS Desktop Advance Concurrent Use License • Four (4) ArcGIS Spatial Analyst Extension Desktop Concurrent Use License • Two (2) ArcGIS Geostatistical Analyst Extension Desktop Concurrent Licenses • One (1) ArcGIS Schematics Extension for Desktop Concurrent License • Two (2) ArcGIS Data Interoperability Extension for Desktop Concurrent Licenses • Two (2) ArcGIS Image Analyst Extension for Desktop Concurrent Use License Optional Requirements The following requirements are optional requirements in accordance with FAR Clause 52.217-7: Option for Increased Quantity - Separately Priced Line Item. Pricing quoted for each optional requirement shall be valid for one year from date of purchase order award. The Government may exercise any or all of the following optional requirements at any point during the one-year period of performance of the purchase order. Optional requirements may be exercised individually. Award of option line items is at the sole discretion of the Government in accordance with this clause. Optional Software License Requirements • One (1) ArcGIS Desktop Advance Concurrent Use License (Perpetual) • One (1) ArcGIS Spatial Analyst Extension for Desktop Concurrent License (Perpetual) • One (1) ArcGIS Geostatistical Analyst Extension for Desktop Concurrent (Perpetual) • One (1) ArcGIS Schematics Extension for Desktop Concurrent License (Perpetual) • One (1) ArcGIS 3D Analyst Extension for Desktop Concurrent (Perpetual) • One (1) ArcGIS Image Analyst Extension for Desktop Concurrent Use License (Perpetual) Optional Training Requirements • A group of ten (10) Individual One-Day ESRI Online Training Passes • A group of twenty (20) Individual One-Day ESRI Online Training Passes • A group of twenty-nine (29) Individual One-Day ESRI Online Training Passes Delivery Products shall be delivered electronically within five (5) business days after award (or after option exercise). PERIOD OF PERFORMANCE The period of performance for base requirements shall be one (1) year from date of award. Optional requirements, if exercised, shall have periods of performance as follows: 1) Optional Software License Requirements - software delivery within five (5) days after option exercise; 2) Optional Training Requirements - Training passes shall be valid for use for one year from date of option exercise The total purchase order period of performance, inclusive of any options exercised, shall not exceed two (2) years. APPLICABLE PROVISIONS AND CLAUSES Please see the attached document for applicable provisions and clauses. QUESTION AND ANSWER PERIOD CAR 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to Ms. Lauren Phelps, Contract Specialist, at lauren.phelps@nist.gov. Questions must be received by or before July 2, 2019 at 11:00 AM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision). DUE DATE FOR QUOTATIONS All quotations must be submitted via email to Ms. Lauren Phelps, Contract Specialist, at Lauren.Phelps@nist.gov. Submission must be received not later than July 9, 2019 at 11:00 AM ET. REQUIRED SUBMISSIONS 1. For the purpose of evaluation of Technical Capability: Documentation which clearly demonstrates that the products being quoted conform to the requirements identified herein, and that the products can be delivered within the required timeframe. 2. For the purpose of evaluation of Price: A firm-fixed price quotation for the identified line items. Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. 3. Contractor DUNS DUNS shall be used to verify the offeror's active System for Award Management (SAM) registration. Offerors must have an active registration at www.SAM.Gov to be considered for award. Technically acceptable means that the quotation meets the following requirements: 1. Quotation clearly includes all products, in accordance with the required specifications and quantities, as identified in the Description of Requirements. 2. Quotation meets delivery requirements. Price will be evaluated for reasonableness.
