This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This email is a request for quote for Scientific and Technical AUV support in accordance with the technical specifications on the attached, "Statement of Work " (NAICS 541690). The resultant award is anticipated to be a firm fixed price contract for a commercial service with the following contract line items (CLINs): We kindly request quotes include pricing for each of the CLINs listed below, including those for option years. Each CLIN requires the applicable services for the length of 1 year each. CLIN 0001: Scientific and technical support in operating a Seabed Autonomous Underwater Vehicle (AUV) 07/15/2024 - 07/14/2025 - CLIN 1001: Scientific and technical support in operating a Seabed Autonomous Underwater Vehicle (AUV) - OPTION YEAR 1 07/15/2025 - 07/14/2026 CLIN 2001: Scientific and technical support in operating a Seabed Autonomous Underwater Vehicle (AUV) - OPTION YEAR 2 07/15/2026 - 07/14/2027 A response is due by 09:00 a.m. Pacific Time, WEDNESDAY, JULY 10, 2024 Evaluations will be conducted and award will be made on the basis of trade-off where Technical Capability and Past Performance, when combined, are significantly more important than price, however, when quotes are determined to be equal in the non-price evaluation factors, price could become the determining factor. The Government will not make an award at a significantly higher overall price on the basis of slightly higher confidence in performance. The Government will assess its level of confidence that the contractor will successfully perform the requirements in accordance with (IAW) the RFQ and the Statement of Need. Offeror’s are required to submit a detailed Capability Statement describing the Offerors technical approach to this requirement. The capability statement/technical approach write-up must not be a reiteration of the Statement of Need but should: Clearly and concisely demonstrate the vendors understanding of and approach to performing and meeting or exceeding the requirements and specific tasks IAW the Statement of Need. At least two (2) references for similar services provided to another bureau, company, or Government Entity and shall include: The phone number, full address, e-mail address of the reference points of contact Description of work. In the description of work, quotes should provide a detailed explanation demonstrating the similarity of the contract in terms of scope and experience as identified in the Statement of Need.
