The NOAA requires a subscription to Elsevier ScienceDirect for online full-text access to 33 peer-reviewed journals, the Freedom Collection, and monographic series for 16 NOAA Libraries and NOAA-wide facilities. The government intends to award a sole-source contract to Elsevier B.V. using SAP up to $9M. The contract includes a 12-month base period plus four 12-month options, providing access from January 1 through December 31 each year beginning in 2027. Performance will be at NOAA Libraries and facilities across the NOAA network. Interested parties may express their capability, but this notice is not a request for competitive proposals.
