(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. OVERALL TOTAL FOR REPLACEMENT OF THE TANK tiny_mce_marker____________________ (VI) Description of requirements is as follows: BACKGROUND: The National Weather Service (NWS) utilizes an on-site hydrogen generation system for the Upper Air-Weather Balloon Program. Hydrogen gas is produced on-site and is used as a lifting medium for weather balloons. This program enables the NWS to provide timely and consistent upper air data, which is critical for accurate weather forecasts and warnings. The Weather Service-Data Collection Office - Lihue requires a new horizontal, above ground storage tank (AST) for its hydrogen generation system. The station's proximity to the ocean and corrosive environment has caused extensive damage to the existing storage tank ports, tank exterior, and support saddles. The time and costs associated with repairing the existing storage tank would disrupt the primary mission of this weather service station. PURPOSE: Fabricate a new 2,000 gallon horizontal, above ground pressure vessel. The vessel is to be fabricated from materials in compliance with all applicable design and construction requirements for the safe storage of compressed hydrogen gas. This fabrication requirement is to alert the fabricator of the importance to ensure that the tank is constructed with compatible materials for the storage of compressed hydrogen gas which can cause, Hydrogen Embrittlement Cracking in certain steels. REQUIREMENTS: 1. The 2,000 gallon pressure vessel must be manufactured and tested in accordance with the latest ASME Boiler and Pressure Vessel Code, Section VIII, Division I or Section IV, HLW. 2. The vessel saddle/leg supports must be welded in place and centered from both ends. There needs to be a hold span of at least 96" (On center) to accommodate the existing concrete pedestals as shown on the drawing provided. 3. The contractor shall install (4 EACH) welded 3000# - ½" FNPT, Full 304 (Or better), stainless steel couplings (All flush inside) per attached drawing. 4. M.A.W.P. (Maximum Allowable Working Pressure) 250 PSIG (Pounds per square inch gauge) at 130°F and hydro-tested at greater than MAWP. 5. Interior: Unlined and unpainted. 6. Exterior: Sand blast, prime, epoxy, and paint for highly corrosive salt environment. Paint finish - Gloss White. 7.
