This presolicitation notice is prepared in accordance with FAR 36.213-2(b). The Government has a need for a single award task order type contract. It is the Government's intent to award a single firm-fixed-price, indefinite-delivery indefinite-quantity (IDIQ) contract in accordance with the procedures of FAR Parts 15 (Contracting by Negotiation) and 36 (Construction and Architect-Engineer Contracts). The Maximum Ordering Limit is $700,000.00 (the total maximum amount of all awarded task orders shall not exceed $700,000.00). One (1) seed project will be part of the initial procurement. The estimated magnitude range is: Between $25,000 and $100,000. Proposals for the seed project shall be submitted as part of an interested vendor's proposal package. If further task order requirements are defined, task orders will be issued to the awarded contractor. It is anticipated that the IDIQ will be for a 5 year period. The North American Industry Classification System (NAICS) code for this procurement is 236220 (Commercial and Institutional Building Construction) with a size standard of $36.5 million dollars. You are considered a small business concern if your company averaged $36.5 million or less in average annual receipts for your last 3 completed fiscal years. The Product and Service Code (PSC) for this procurement is Z1JZ (Maintenance of Miscellaneous Buildings). 1) The proposed work is for various building restoration projects for Weather Forecast Offices (WFOs) within the National Weather Service's (NWS) Central Region (38 locations in the following 14 states: Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin, and Wyoming) https://www.weather.gov/organization/regional and https://www.weather.gov/organization_prv. The work could include, but will not be limited to, various types of general construction and construction related tasks. A generalized list of the predicted tasks is as follows: • facility painting, • carpet replacement, • parking lot maintenance, • Upper Air Inflation Building (UAIB) dome coating and • WFO and Storage/Gen-set Building Caulk and Lintel Painting. 2) The 38 locations across 14 states are as follows: Boulder, CO; Grand Junction, CO; Pueblo, CO; Lincoln, IL; Romeoville, IL; Indianapolis, IN; Syracuse, IN; Davenport, IA; Johnston, IA; Dodge City, KS; Goodland, KS; Topeka, KS; Wichita, KS; Jackson, KY; Louisville, KY; West Paducah, KY; Gaylord, MI; Grand Rapids, MI; Negaunee, MI; White Lake, MI; Chanhassen, MN; Duluth, MN; Pleasant Hill, MO; Springfield, MO; St. Charles, MO; Hastings, NE; North Platte, NE; Valley, NE; Bismarck, ND; Grand Forks, ND; Aberdeen, SD; Rapid City, SD; Sioux Falls, SD; Dousman, WI; Green Bay, WI; La Crosse, WI; Cheyenne, WY; and Riverton, WY. 3) The tentative date for issuing the pending Request for Proposal (RFP) is 06/01/2019. The RFP will be available on the FBO website for 30 calendar days. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The only intent of the announcement is to identify sources that are qualified Small Business concerns, including Small Business, Small Disadvantaged, Women Owned and Veteran Owned firms for a Base Indefinite Delivery, Indefinite Quantity (IDIQ) for the National Weather Service Central Region, National Oceanic and Atmospheric Administration (NOAA) and are capable of performing construction services described herein. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Government proposes to issue a firm fixed price type contract for this requirement. 'It is the Government's intent to issue a Firm Fixed Price Indefinite Delivery, Indefinite Quantity type contract whereby task orders will be issued to service 38 Weather Forecast Offices (WFO) throughout a 14 state central region (Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin, and Wyoming). The National Weather Service (NWS) requires cyclical maintenance be performed on these facilities. Maintenance includes five primary requirements? Interior painting, carpet replacement, parking lot maintenance, Upper Air Inflation Building (UAIB) dome coating, and Caulk and Lintel Painting. Based on funding availability, the Government will issue firm fixed priced task orders to perform the scheduled maintenance. The IDIQ contract will be for five years, with an estimated capacity of $700,000. The estimated cost to complete the five maintenance requirements per office location and perform maintenance on the shelters is between $25,000 and $100,000. Prior experience with construction work of similar size and scope will be required. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $36.5 Million. Offerors response to this synopsis shall be limited to ten pages and shall include the following information: 1. Firm's experience with maintenance on similar facilities and precast concrete radar shelters. Include comparable work performed within the past five years, brief description of the contract, customer name, timeliness of performance, customer satisfaction, and dollar value of the requirement) provide at least three examples. 4. Firm's experience with covering a multi-state region and how you have maintained a consistent quality and professional workman ship servicing a multistate region. 5.
