Preventative Maintenance Service for Emergency Power Generators (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NWWP4200-19-00194CM2. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 (MAY 2019) (Deviation 2017-01) (AUG 2017). (IV) This solicitation is being issued as a small business set aside. The associated NAICS code is 811310. The small business size standard is $7.5M. (V) This combined solicitation/synopsis is for the purchase of the following commercial item(s): This Preventative Maintenance (PM) Agreement is for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region Headquarters (SRH). The Emergency Power Generators under this agreement provide emergency power to Weather Forecast Offices (WFO), Weather Surveillance Radar (WSR), and Weather Service Office (WSO) sites. Locations are listed below. Locations are listed in the Statement of Work. This PM Agreement is for a term of one year with an additional four year option upon acceptance. This will cover multiple locations and shall be accomplished annually or every 250 hours of operation by a certified EPG Maintenance Contractor. (VI) Description of requirements is as follows: Furnish all necessary labor, materials/supplies, equipment, services, and supervision necessary to accomplish all tasks necessary for the completion of Preventative Maintenance as set forth. These services include, but are not limited to providing: Inspection, testing, adjustments, documentation (completed checklist form), and maintenance management necessary for the successful completion of the required work. The contractor will ensure that all field technicians have the required relevant experience and training to handle their tasks successfully and professionally and should provide training documentation to the Contracting Officer (CO) with quote. See attached Statement of Work for all tasks and locations. (VII) PERIOD OF PERFORMANCE: Base Year: 12 months from Date of Award Option Year 1: 12 months from end of Base Year Option Year 2: 12 months from end of Option Year 1 Option Year 3: 12 months from end of Option Year 2 Option Year 4: 12 months from end of Option Year 3 PLACE OF PERFORMANCE: See attached Statement of Work for all 21 physical locations. Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. All factors have the same value. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. A contractor that has performed a site visit will be regarded with higher technical capability unless the contractor can provide a detailed technical approach write-up with their quote for the Government to consider in place of a site visit. 2) Training. The contractor will ensure that all field technicians have the required relevant experience for each generator and each state where the work is to be performed. They must have the training to handle their tasks successfully and professionally and must provide training documentation to be eligible for award. 3) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Quote shall include at least two references for similar services including the phone number, full address, and e-mail address (if available). 4) Price. The Government intends to award a best value, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
