The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Sora Power Inc. to provide repair service to a pulse transformer, a filament transformer axel, and a transformer charging and holding tank for the National Reconditioning Center (NRC) in Grandview, MO. Justification for Sole Source NRC has a requirement for the repair of the above listed transformers. These devices support the mission of life and property protection by supporting the NEXRAD Doppler Meteorological Radars by providing input for weather alerts and warnings to the general public and aviation users. The NEXRAD radars provide the capability to detect severe weather and give weather observers and forecasters the ability to issue early warnings. These transformers step up the supply voltage times to supply the proper input voltage for the klystron. The klystron provides the final amplification of the radars transmit signal. Failure of these transformers will cause the klystron to not function and the radar to be inoperable, preventing any possibility of detecting severe weather. Sora Power, Inc., the original equipment manufacturer, is the only authorized and capable source of repairs for this equipment. These devices were originally manufactured to very precise specifications for the NEXRAD radars. Sora Power, Inc. holds proprietary rights to repair these devices. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the repairs may submit substantiating documentation in writing within seven (7) calendar days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
