The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.501(a), 41 U.S.C. 1901, with Peerless-Winsmith, Inc. to repair ten (10) Planetary Gearbox Differential Speed Reducers PN #14636-5003-3, Winsmith Model #D651229-8X0WS, ASN #R400-2A1A3A3A1, for the National Reconditioning Center (NRC) in Grandview, MO. This action may also include an option to repair an additional ten (10) Planetary Gearbox Differential Speed Reducers during the remainder of calendar year 2019 if it is later determined that NRC has a need prior to sole source negotiation. Justification for Sole Source The National Weather Service (NWS) NEXRAD Doppler Meteorological Radars provide the capability to detect severe weather and give weather observers and forecasters the ability to issue early warnings to the general public and aviation users. The Planetary Gearbox is a critical part of the NEXRAD Radar. It is used to move the antenna dish in the horizontal and vertical direction while supporting the full weight of the antenna. Failure of this equipment would prevent movement of the antenna and eliminate the radar's ability to detect severe weather, in turn, failing to allow NWS to support their mission of protecting life and property by providing weather alerts and warnings. Peerless-Winsmith, Inc. is the original equipment manufacturer (OEM) of the NEXRAD Planetary Gearbox. The gearboxes were designed and manufactured to meet strict NEXRAD specifications and the OEM owns the proprietary rights to all drawings developed for the equipment. Peerless-Winsmith, Inc. is the only known source of repair, certification, and warranty of this equipment. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the repair service may submit substantiating documentation in writing within ten (10) days of this notice. Responses can be sent via e-mail to james.e.price@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
