The National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) / National Logistics Support Center (NLSC) located at 14200 Merritt Road, Grandview, MO 64030 intends to award a contract for the purchase of freezing rain sensor strut and probe assemblies and circuit cards for the Automated Surface Observation System (ASOS) from Rosemount Aerospace Incorporated. Sole Source Justification: Rosemount Aerospace Incorporated (RAI) has been identified as the only known qualified source that can provide the needed items as specified below that will also meet the Government's intended use. RAI is the original equipment manufacturer (OEM) of the ASOS freezing rain sensors strut and probe assemblies and circuit cards. The parts were designed and manufactured to meet strict ASOS specifications and the OEM owns the proprietary rights to all drawings developed for the equipment. Rosemount Aerospace Incorporated is the only known source. No other sources are known at this time. The purpose of this acquisition is to obtain spare strut and probe assemblies and circuit cards the repair of failed ASOS equipment. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item. Any logistical spares must be form, fit, and function identical to the original equipment item. The requested item was custom designed by RAI, and therefore is the only known source of supply. The original equipment was subjected to a stringent qualification test regimen, which included operational testing, field-testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing to be completely re-accomplished. This is not acceptable, as it would require significant funding and time to accomplish and would result in fielded systems being unavailable during that period. For these reasons, only RAI parts are deemed acceptable at this time. The requirements for the items are as follows: ? Forty-eight (48) Strut and Probe Assemblies, model number 00872-0268-0004 ? Ten (10) Circuit Card Assemblies, model number 00872-0277-0001 All items shall be delivered (FOB destination) to the National Logistics Support Center (NLSC) located at 14200 Merritt Road, Grandview, MO 64030. This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the parts listed may submit substantiating documentation in writing within five (5) days of this notice. Responses can be sent via e-mail to Jennifer.priebe@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
