Remove and Replace 2 New Computer Room Air Conditioning (CRAC) Units (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NWW9251-19-00228CM2. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 (JUNE 2019) (Deviation 2019-03) (JUNE 2019). (IV) This solicitation is being issued as a small business set aside. The associated NAICS code is 238220. The small business size standard is $15.0M. (V) This combined solicitation/synopsis is for the purchase of the following commercial item(s): Replace existing CRAC units with new systems serving site Equipment, Electric, and Communications Rooms. Based upon estimated heating & cooling loads, this site will require two 8-ton Liebert, or equivalent systems as specified in the attached Statement of Work. (VI) Description of requirements is as follows: Services non-personal to furnish all necessary labor, materials/supplies, equipment, services, and supervision necessary to accomplish all tasks necessary for the completion of the work set forth in this Statement of Work (SOW). These services include, but are not limited to providing: testing, documentation, and on site management as necessary. It is the responsibility of the contractor to inform themselves of all existing conditions of the CRAC unit system. Replace existing CRAC units with new systems serving site Equipment, Electric, and Communications Rooms. Based upon estimated heating & cooling loads, this site will require two 8-ton Liebert, or equivalent systems. Equivalency will be based upon system performance, reliability, energy efficiency, footprint, and warranty. Verify NWS provided cooling load calculations and confirm size of new equipment will meet demand in all seasons. Systems must continually maintain rooms between 65-74 degrees Fahrenheit and 45-55% Relative Humidity. New systems must have N+1 redundancy to ensure system availability in the event of component failure. Components (N) must have at least one independent backup component (+1). New system must automatically transfer to the backup unit upon primary system failure to maintain set point. New systems must automatically switch lead system to lag each month to balance operating hours between primary and standby systems. Enable monitoring and control of new systems through integration with existing Building Automation System. Refer to as-built mechanical drawings for original installation. Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. All factors have the same value. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. A contractor that has performed a site visit will be regarded with higher technical capability unless the contractor can provide a detailed technical approach write-up with their quote for the Government to consider in place of a site visit. Contractors must provide the technical specifications for the units to evaluate the warrant, footprint, and performance. Contractor's must verify that their units will meet standards provide by the load calculations attached. 2) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Quote shall include at least two references for similar services including the phone number, full address, and e-mail address (if available). 3) Price. The Government intends to award a best value, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. "Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
