It is not a request for proposals nor does it obligate the Government in any way. The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. Additionally, this SS notice does not guarantee that the government will issue a request for proposals. This Sources Sought Notice is for market research purposes only. Requirement: This anticipated acquisition is to procure 460 (each) bespoke power supply kits for the National Logistics Support Center to be used in the Ice Free Wind Sensors (IFWS) for the National Weather Service. These power supply kits are to be stocked as logistical spares and are issued to National Weather Service Automated Surface Observing Systems (ASOS) maintenance technicians to replace units which have failed at operational ASOS sites and to replace legacy wind sensors and power supply kits. This power supply electronic assembly specifically integrates into the ASOS IFWS model WMT702 system. These assemblies are required in order for the ASOS to generate surface wind observations which are required in for airport operations. Anticipated Delivery: 60 days after award Previous Contracts: Quantitative Engineering Solutions successfully completed four prior contract awards for the required power supply. The required power supplies are retrofitted into an existing electronics enclosure part of the ASOS IFSW system. The purpose of the power supplies are to replace obsolete power supplies that will not properly operate the new sensor replacements. Despite the nomenclature of “power supply” kits, these are actually complex electrical assemblies which are not off-the-shelf power supplies. In addition to a power supply, these assemblies include electrical components such as heaters, circuit breakers, fiber optic converters, fuses, relays and other electronic devices with interconnection wire harnesses. This design is the intellectual property of the National Weather Service. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the ASOS IFSW. As a logistical spare used to repair existing operational equipment, these power supply kits must be identical in form, fit, and function to the originally fielded assemblies. It was determined for all four previous contracts that Quantitative Engineering Solutions is the only vendor responsible source capable of satisfying the government’s need as they are uniquely qualified by possessing prior quality control certification of this build-to-spec product from the NWS National Reconditioning Center. This removes the requirement for first article acceptance criteria based on previous acceptance. However, the purpose of this Sources Sought Notice is to determine if there are other vendors capable of provided this built to spec item. Upon the Contracting Officers determination, drawings and specifications may be released to capable and responsible vendors that meet the subject criteria for producing said items.
