This is a solicitation for fabrication and delivery of SCOOP Power Payload Hull Frame works for use at the National Data Buoy Center (NDBC) in Stennis Space Center, MS. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NDBC in Stennis Space Center, MS intends to award a firm fixed price contract for 30 Power Payload Hull Frame Works plus an option for an additional quantity of 15 units. This acquisition is being processed under the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NW-WG2200-21-00021. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101. The line items shall be provided in accordance with the specifications listed in the attached solicitation SF-1449 document. The attached .zip file 'Power Frame Waterjet' is for reference and may be used at the quoter's discretion. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM). For information and to register, please access the following website: https://www.sam.gov/. In order to register on the SAM website, offerors must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://fedgov.dnb.com/webform. Quotes received from contractors not registered in SAM will not be considered for award. The Government intends to make an award to the responsive responsible quoter providing the lowest price technically acceptable. The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b)(3). "Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
