The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Kathrein Dipole Antenna Elements (P/N K552921) for the National Logistics Support Center in Grandview, MO. The Government intends to make an award to the responsive responsible quoter providing the lowest price technically acceptable. This is a brand name requirement. Brand Name Justification This product is proprietary to Kathrein. Substitutes are not available as this is a proprietary product. The K552921 is required because the diploe assemblies being procured must be form, fit, function and environmentally compatible with the other NWR antenna elements already installed at fielded sites, which are also model K552921’s. The original equipment (Kathrein K552921) was subjected to, and required to meet stringent qualification and environmental testing requirements. Acceptance of any item other than the Kathrein brand would require additional extensive testing and qualification, which NWS does not have the time nor funding to perform. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
