Pursuant to FAR 13.106-1(b), the Department of Commerce, Office of the Secretary intends to issue a sole source purchase order to Keysight Technologies for support service for two (2) perpetual licenses of SystemVue radio simulation software produced by Keysight Technologies for the National Telecommunications and Information Administration (NTIA). NTIA is the Executive Branch agency that is principally responsible for advising the President on telecommunications and information policy issues. The purchase of this software support services is for NTIA’s previously purchased radio system simulation software. The software is used for analyzing radio system interference protection criteria for critical government radio systems. The support service will provide major and minor software upgrades and bug fixes made available during the course of the agreement as well as technical consultations with SystemVue software experts via telephone and email. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
