Enterprise Services Acquisition (ESA), on behalf of the National Technical Information Service (NTIS), intends to negotiate on a solesource basis with Media Services Group, LTD (MSGL) of Los Angeles C... Enterprise Services Acquisition (ESA), on behalf of the National Technical Information Service (NTIS), intends to negotiate on a solesource basis with Media Services Group, LTD (MSGL) of Los Angeles CA for the procurement of Elan software licenses, maintenance and technical support. This acquisition will be made under the authority of 41 USC 3304(a) (1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). Enterprise Services Acquisition (ESA) intends to procure the required services under a hybrid contract type with firm fixed price line items for software licenses and maintenance, and time-and-materials line items for technical support. With a product line of over 9 million records, NTIS continues to need a robust on-line order processing, subscription, inventory, and accounts receivable system that complies with government accountability standards and policy. Currently the front end of the Elan system, the customer's online search for products, is home built and drops the customer's purchases in an Elan cart that interfaces with order processing modules in Elan. Elan completes the customer sales, account receivables, inventory processes. Elan also links to a Warehouse Management System (WMS) system. MSGL is the sole source provider for the required software licenses and is the only vendor able to provide the technical support that meets the Government's minimum requirements which makes them uniquely qualified. The North American Industry Classification System (NAICS) code for this acquisition is 541511, with a size standard of$27.5M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 14, 2019 @ 12:00 PM Eastern Standard Time (EST) will be considered by the Government. The primary place of contractor performance shall be the contractor’s facilities (The secondary place of contractor performance shall be at NTIS HQ)
