ANSWER #1: No, the electrical feed should be installed first, so that we have power to the site when conducting the leak test after the tubing install. In order to formulate an accurate bid, we would appreciate further details regarding previous troubleshooting attempts. Could you direct us to the appropriate party who could provide such information? ANSWER #1: We plan to replace all of the old tubing lines with new lines at the WKT tower. Troubleshooting would involve capping the line at the inlet while we run a 15-minute pressure test on the line. With new tubing lines, the leak testing/ troubleshooting should be more or less a formality and with 99% certainty pass a troubleshooting leak test. QUESTION #2: Next, we have inferred from preliminary analyses that the SOW might exceed $100,000, including troubleshooting, repair or replacement, as well as the new installation at the CAO tower. ANSWER #2: Your question is not wholly accurate. The magnitude on page 31, FAR 36.204 listed is (b) Between $25,000 and $100,000. QUESTION #3: We are curious if it would be feasible to separate the civil and tower components of this project, notwithstanding their being awarded as a unified package? With the new installation of equipment, I anticipate testing to only take 3 hours of time for the complete installation. The majority of time will involve installation of the tubing and securing it to the conduit runs on the tower with hose clamps and zip ties. At the Texas tower, I would estimate removing old tubing lines to take a couple days. Installation of the new tubing I would estimate to take 3 to 4 days. NOAA staff will advise on leak testing procedures and will initiate a vacuum to pull air through the tubing from the base of the tower, after climber has capped the tubing line. PURPOSE: The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) maintains atmospheric air trace gas measurement and sampling equipment on tall-towers for long-term atmospheric studies. The two towers are Texas (WKT) Tower Climb and Colorado (CAO) Tower Climb. The purpose is to complete two tower climbs (one at WKT tower in Texas, and one at CAO tower in Colorado), and to complete trenching and install conduit, cable and a load center for electrical power needs at the CAO tower in Colorado. The tower climbs are necessary to assure that inlet tubing lines are secured and leak tight to allow air sampling and measurements from multiple heights on the towers - the maximum height for equipment on the towers will be between 1,000 and 2,000 feet above ground level. The electrical is necessary to power a NOAA sea-container at the base of the CAO tower in Colorado, that will house the air trace gas measurement and sampling equipment. Timing will be dependent upon weather or scheduling factors. Lee D. (site manager) has provided written permission for the proposed work to be completed at the site (email correspondence attached).
