This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as unrestricted. The associated NAICS code is 541990, and the business size standard is $17.0. This is being awarded as a trade-off/best value. This combined synopsis/solicitation is for non-personal services for a study of the Global Monitoring Laboratory’s NOAA Greenhouse Gas Analysis System (NGAS) and Boeing 737 Aircraft. PLEASE SEE THE ATTACHED COMBINED SYNOPSIS WITH ALL TERMS AND CONDITIONS WHICH ALL VENDORS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD.
