Clearwater Brand Phosphate & Nitrate Sensors This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a full and open competition. The associated NAICS code is 334516. The small business size standard is 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) needs to purchase brand name Clearwater Sensors Ltd paired nitrate and phosphate sensors to be placed on moorings at the bottom of the Bering Sea, per attached Statement of Need. This is a new requirement, no incumbent. See attached Statement of Need for full list of requirements. No formal quote form is provided. Quotes are required to be received in the contracting office no later than 4:00 P.M. MST on 08/24/2022. All quotes must be submitted via emailed to the attention of Casey Morris at casey.morris@noaa.gov BRAND NAME REQURIEMENT: “The required specification is for an instrument suite that can simultaneously measure nitrate and phosphate 4 times per day in seawater for one year while moored at a depth of 50-200 meters in the ocean. The measurement routine must also include periodic calibration samples.There are many nutrient sensors on the market, however only one is designed for operating on moorings for a one year period deep in the ocean. These instruments are unique in their capability and will provide NOAA a calibrated time series over the entire year on the level of multiple nutrients (i.e., nitrate and phosphate) as well as the extent of nitrate loss (ratio of nitrate to phosphate) on the northern Bering Sea shelf. These instruments are highly specialized in their ability to take annual measurements in difficult Arctic conditions and they are not currently available domestically in the US. The only company that manufactures these instruments and sensors to the required specifications is in the UK. Solicitation Number: NRMAH0002201196CM2 Notice Type: Sources Sought Synopsis TITLE: Paired nitrate and phosphate sensors Response Date: AUG 12, 2022 This is a SOURCES SOUGHT SYNOPSIS and is not a presolicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran owned, Women owned Small Business firms and even large businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The NOAA OAR PMEL needs to purchase paired nitrate and phosphate sensors to be placed on moorings at the bottom of the Bering Sea. BACKGROUND: As water flows from the North Pacific Ocean to the Arctic Ocean it passes through the shallow eastern shelf of the Bering Sea, home to more than 40% of the US catch of fish and shellfish. However, this system is warming and undergoing dramatic changes. As water flows over the shelf, approximately one-third of essential plant nutrients (e.g., nitrate) are removed through a microbial process called denitrification (conversion of nitrate to nitrogen gas). This loss impacts the extent of algal growth which serves as the base of the food chain. The extent of this nitrate removal process varies in space and time. Hotspots of nitrate depletion occur in older water on the northern shelf, and the extent of nitrate loss varies between seasons and years. Warming has increased the variability of nitrate loss. However, we have only been able to measure the extent of nitrate loss a few times per year, depending on the number of research cruises that survey the region. Measurements on moored sensors can provide this information several times per day. Time series of nitrate loss is the next step for understanding nutrient dynamics on the shelf, and variability in the transport or flux of nutrients into the Arctic Ocean. The extent of nitrate loss can be estimated by comparing measurements of nitrate and phosphate. Until recently, calibrated measurements of these parameters on moorings were not possible. With the advent of the innovative Lab-on-a-Chip (LOC) chemical sensors, it is now possible to continuously monitor the nitrate deficit under different conditions in the Bering Sea. The benefits of LOC technology include simultaneous measurements of both nitrate and phosphate, and the continuous on-board calibration with known standards. TECHNICAL SPECIFICATIONS: The required specification is for an instrument suite that can simultaneously measure nitrate and phosphate for one year while moored at depth in the ocean. Specifically, the requirement is for a pair of sensors that utilize wet chemistry to analyze for nitrate and phosphate concentrations in seawater. The sensors must be capable of ~4 measurements per day for one year (total of 1500 measurements) while being deployed at depths between 50 -200 m.
