PICARRO G2308 CRDS system(1), shipping – BRAND NAME REQUIREMENT (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMA100-20-01295 (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 (JULY 2020) (Deviation 2020-05)(APRIL 2020). (IV) This solicitation is being issued as A Small Business Set-Aside. The associated NAICS code is 334516. The small business size standard is 1,000 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): This Picarro G2308 CRDS system is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet the agency needs. This instrument, Picarro G2308, has features of a high quality, real–time greenhouse gas analyzer designed for measurements of N2O/CH4/H2O such as a or equivalent. Precision CH4: <3 ppb @ 5m Precision N2O: <3.5 ppb @ 5m Precision H2O: <100 ppm @ 5m In addition to meeting ARL/ATDD’s performance requirements, Picarro analyzers have earned a well-deserved reputation in the atmospheric science community for their rugged construction, robust operation, minimal maintenance, and long-term reliability. Picarro has emerged as the global industry leader in atmospheric measurements and their products are used throughout the world. ARL purchased a G2301 analyzer earlier in 2020, and its performance to date has been excellent. Required items (with description) ARL/ATDD requires the purchase of one trace gas analyzer to simultaneously measure nitrous oxide (N2O), methane (CH4), and water vapor (H2O) in the atmosphere to support its research mission. The following technical specifications are required: Operating Range: 0–400 ppm for N2O; 0–20 ppm for CH4 ; and 0–7% for water vapor Measurement Rate: <6 seconds for N2O; <10 seconds for CH4 ; and <8 seconds for water vapor Operating Temperature: 10–35°C Operating Humidity: <99% RH, non-condensing Sample Flow Rate: >230 sccm Sample Humidity: <99% RH, non-condensing Sample Temperature: -10–45°C Recirculation capability Weight: <25 kg Power requirements at steady state: <270 Watts NEW ITEMS ONLY, NO REFURBISHMENTS ACCEPTED. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. (End of clause) (VII) Offers will be evaluated solely on price. The Government intends to award a firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (A) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) (VIII) FAR 52.212-2, EVALUATION – COMMERCIAL ITEMS (OCT 2014), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. All factors have the same value. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1) Technically Acceptable, brand name items only, quote must provide separately listed items per the requirements 2) Price The Government intends to award a low priced, technically acceptable, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
