Award will be based on best value considering past performance, technical approach, delivery terms, and price, with non-price factors slightly more important than price. Offerors must prove they are certified qualified repair vendors, provide up to three references, state warranty duration, and submit a detailed production plan with delivery timeframe—faster delivery and longer warranties are viewed more favorably. Late delivery penalties apply (2% for the first 14 days, plus 5% for every 30 days thereafter), and any equipment failing to meet original manufacturer specifications must be reworked at no additional cost to the government.
