FOR SERVICES IN SUPPORT OF THE AT CONNECTICUT HILL NEAR ITHACA, NY STATION AS PART OF THE NATIONAL ATMOSPHERIC DEPOSITION PROGRAM/NATIONAL TRENDS NETWORK. PERIOD OF PERFORMANCE: BASE YEAR - SEPTEMBER 17, 2021 - SEPTEMBER 16, 2022 OPTION YEARS SUBJECT TO AVAILABILITY OF FUNDING AND PROGRAMMATIC NEEDS. OPTION YEAR 1 - SEPTEMBER 17, 2022 - SEPTEMBER 16, 2023 OPTION YEAR 2 - SEPTEMBER 17, 2023 - SEPTEMBER 16, 2024 OPTION YEAR 3 - SEPTEMBER 17, 2024 - SEPTEMBER 16, 2025 OPTION YEAR 4 - SEPTEMBER 17, 2025 - SEPTEMBER 16, 2026 THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT THE CARY INSTITUTE OF ECOSYSTEM STUDIES, INC. IS THE ONLY VENDOR THAT CAN PROVIDE THE EXPERTISE THAT THE CONTRACTOR RETAINS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
