Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced contract on a sole source basis with Optomec, Inc. located at 3911 Singer Boulevard, NE, Albuquerque, New Mexico 87109-5841. The contract will be for preventative maintenance and service of an existing Optomec MR-7 directed energy deposition machine for a base period of one year followed by four (4) subsequent one-year option periods. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811219 - Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5 Million. Description The following preventative maintenance and repair services are required for an Optomec MR-7 machine: • The contractor shall provide full service preventative maintenance and repair support for the NIST Optomec MR-7 machine. Full service shall include an annual preventative maintenance one-day on site service visit. • The contractor shall provide unlimited remote services (technical, application, and software) for the NIST Optomec MR-7 machine • The contractor shall provide annual software maintenance for the NIST Optomec MR-7 machine and access to Optocare PRIME content • Services must be provided by a manufacturer-authorized technician Sole Source Determination The sole source determination is based on the following: The NIST Engineering Laboratory (EL) Intelligent Systems Division owns and operates an Optomec MR-7 Directed Energy Deposition Machine. This machine is used to support research efforts in metals-based additive manufacturing. To ensure continuity of science, the machine must be maintained at full performance without downtime. Therefore, routine maintenance support services are required. The Optomec MR-7 machine is proprietary to its original equipment manufacturer, Optomec, Inc. and no other contractor has the capability to service this proprietary equipment. Use of any other contractor for the required support services would jeopardize equipment function and reliability. It would also risk creation of unacceptable disruptions in research activities. Accordingly, only Optomec, Inc. is capable of supporting this requirement and a sole source acquisition is necessary. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
