SOURCES SOUGHT. National Oceanic and Atmospheric Administration (NOAA) is conducting market research to identify service-disabled veteran-owned small business (SDVOSB) concerns capable of performing non-personal Online Safety Climate Assessment Survey (OSCAS) support services for the Office of Marine and Aviation Operations (OMAO) Marine and Aviation Operations Center (MAOC). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611 - Administrative Management and General Management Consulting. Only interested SDVOSB concerns are highly encouraged to respond to this request. To be more effective, Commanding Officers (COs) and Aircraft Commanders (ACs) need a survey that assesses command climate in terms of crew proficiency in the six pillars of operational excellence (i.e., procedural compliance, integrity, formality, level of knowledge, questioning attitude, forceful team backup) and use of the three methods (i.e., operational risk management, Plan-Brief-Execute-Debrief model, and mishap/hazard reporting). Mission success is relative to the accuracy, precision, safety, efficiency, and confidence to accomplish missions and the ability to master proficiency requirements integral to operations at sea and in the air. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. All responsible sources are encouraged to respond to this sources sought notice by submitting a capability statement providing general information and technical background describing your firm's experience in contracts requiring similar efforts for a military command-type environment or providing similar services to Aircraft Commanders or Commanding Officers.
