Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Provide watch standards for the NOAA Ship Ferdinand R. Hassler This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NMAN7946-20-00686 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This acquisition is a total small business set-aside under NAICS code 561612, Security Guards and Patrol Services, with a size standard of $22.0 Million. Line items are as follows: CLIN0001 Provide shipboard/roving security aboard NOAA Ship Ferdinand R. Hassler while berthed at Cape Canaveral Air Force Station. Security is needed starting Friday 13-MAR-2020, at 1600, and ending Monday 20-JUL-2020 at 1600 (end time is approximate). Security coverage is needed weekdays (Monday-Friday) 1600-0800 (16 hours) and weekends (Saturday & Sunday) and holidays 24-hours. Date(s) and place(s) of delivery and acceptance and FOB point. Period of Performance will be 20 February 2020 – 01 August 2020 Place of Performance as stated in the Statement of Work Attached. Please see attached Statement of Work for details. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Address the ability of meeting the requirements per the Specifications. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 09:00 A.M. Eastern on February 14 2020; any award resulting from this RFQ will be made based on the availability, price and past performance. Quotes and other support documentation must be submitted to the Contract Specialist, Christopher Baker at Christopher.Baker@noaa.gov All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on February 10, 2020. Telephonic requests will not be honored.
