Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations requires watchstander/security services while docked in San Francisco, CA. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NMAN7935-20-00535 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-03. (iv) This is a small business set-aside. The NAICS code for this acquisition is 561612, Security Guards and Patrol Services; the small business size standard is $22M. (v) Line items are as follows: CLIN 1: Pricing for services for two guards per shift during base period of 1/28/20 – 2/3/20 as shown in the statement of work. CLIN 2: Hourly rates per person for optional services from 2/3/20 to 2/10/20 as noted in the statement of work. (vi) Description of requirements for the items to be acquired: The NOAA ship Reuben Lasker requires unarmed security/watchstander services while docked in San Francisco. Two guards are required per shift. The base period of service from 1/28/20 – 2/3/20 is a confirmed requirement. The optional period of 2/3/20 – 2/10/20 may be required in full or partially. The intent is to be able to determine the length of this requirement about 1/25/20, but solicitation calls for at least a 72 hour notification of option days. Requirement are shown on the attached Statement of Work. Quote must be provided on company letterhead. This solicitation closes 1/21/20 at 10:00am PST, with the intent to award on 1/22/20.
