The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires purchase and installation of communications systems on the four survey launches of the NOAA ship Rainier and two survey launches of the NOAA ship Thomas Jefferson in accordance with the attached Statement of Need. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number NMAN7916-20-01473 is issued as a firm fixed price, commercial, request for quotation (RFQ). This is a brand name or equal requirement. The equipment and peripherals requested have been identified as David Clark brand components, but an alternate brand meeting the same form and function would also be accepted. Any alternate products would have to meet all of the salient and functional characteristics identified in the statement of need. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. (iv) The NAICS code for this acquisition is 334220, Radio and television Broadcasting and Wireless Communications Equipment Manufacturing; the small business size standard is 1,250 employees. This is a small business set aside. (v) Line items are as follows: CLIN 1: Delivery and installation of communication systems. CLIN 2: Freight costs (vi) Description of requirements for the items to be acquired: The Survey Launches for the NOAA ships Rainier and Thomas Jefferson require communications systems between boat crews and VHF radio. Vendors are to provide new parts and installation to outfit six (6) vessels with communication system with four integrated headsets per vessel. Provision of the equipment, and on-site installation are required, and vendors must clearly demonstrate capacity in their quote. Please provide a firm, fixed price quote. No specific quote format is required.
