***AMENDED TO INCLUDE QUESTION AND ANSWER (ATTACHED)*** Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations requires modifications to four NOAA HSL’s for the NOAA ship Fairweather in Seattle, WA. Due to the ship’s sailing schedule and recent changes to this requirement, the solicitation period is shortened and closes 4:00pm PST on Friday, March 6th. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NMAN7200-20-00745 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. (iv) This is a small business set-aside. The NAICS code for this acquisition is 336611, Sewage System Work; the small business size standard is 1250 employees. (v) Line items are as follows: CLIN 1: Modifications to sewage systems NOAA’s Fairweather HSL’s. (vi) Description of requirements for the items to be acquired: Four HSL’s for the NOAA ship Fairweather require modifications to their sewage storage and discharge tanks. These four vessels are located at NOAA’s Western Regional Center. Work can take place at this facility or can be delivered to a vendor’s facility located on Lake Washington, Lake Union, or Salmon Bay. Due to the Fairweather’s sailing schedule, all work must be completed by 3/20/20. Vendor must provide quotes on company letterhead and provide proof of ship repairers insurance per clause 1352.271-90. (vii) Delivery location: NOAA’s Western Regional Center or vendor location (viii) See terms and conditions in attached document. (xiv) Defense Priorities and Allocations Systems (DPAS) and assigned ratings is not applicable.
